William G. Stinson MD is the President and Managing Partner at Incentive Medical LLC. Dr. Stinson is a Clinician/Scientist with 30 years experience creating, developing and applying diverse technologies to the delivery of healthcare; from Laser diagnostic and surgical tools from his erstwhile laboratory at Harvard Medical School's Mass Eye and Ear Infirmary to innovative information technologies at Incentive Medical, . Dr. Stinson has been highly successful as an agent of change in the design and implementation of novel healthcare delivery strategies as the founder, director, and administrator of both privately owned and hospital-based clinical practices. 

Fred O. Madill is a contracting partner with over 40 years of Healthcare Industry experience.  Mr. Madill has executive experience with HMOs, PPOs, and Indemnity Insurance for Commercial, Medicare and Medicaid products in multiple states. He is a former  Senior VP of Operations for Americhoice (United Healthcare) with responsibility for its operations in 22 states with approximately 3 million members. Subsequently he has worked on diverse projects including; the start-up of a small Third Party Administrator in Florida to address Medicaid reform, the origination and administration of ACOs, and most recently participated along with Incentive Medical in a start up project involving development, operation and compliance of a licensed Discount Plan Organization in Florida. 

Celissa G Stephens, RN MSN  has over 30 years of Healthcare delivery experience locally and nationally having served as the Chief Nurse of the Indian Health Service (IHS). Celissa has a long time commitment to Home and Community Based Services and their enrichment through her trusted professional leadership and advocacy locally, regionally and nationally. She is a subject matter expert in the organization and capabilities of community outreach across Indian Country through tribal and IHS sponsored Public Health Nursing (PHN) and Community Health Representative (CHR) programs. 

Geoffrey S. Roth is a seasoned thought leader on Indian Health issues with more than 20 years of experience in local, state, federal, and tribal affairs.  He served as the senior policy advisor to the Indian Health Service (IHS) focused on implementing the Affordable Care Act (ACA) within the Indian Health Service as well as leading the implementation of the Indian Health Care Improvement Act reauthorization during the Obama administration. He currently serves in a second three year term (2020-25) as a Member of the UN Permanent Forum on Indigenous Issues. Jeff continues to provide ongoing consultative services to Indian Health providers, and Interim Executive Management services to varied clients - known for his non-profit management skills on the Hill - all the while working for the betterment of underserved populations.

Rusty D. Pickens has more than two decades of leadership experience aligning organizational vision with technology strategy across top federal agencies and start-up environments. He is the former Senior Advisor for Digital Platforms at the U.S. Department of State, and former Acting Director for New Media Technologies at the White House, where he led teams who operated cloud platforms for the Obama Administration to increase public engagement, improve user experience, enhance staff productivity, and heighten security posture. Rusty created new systems and built new teams to lead Whitehouse.gov, the White House email outreach services, the Presidential correspondence system, the We The People petitions system, the White House Appointment Center, and the U.S. Embassy contact management systems.
